The Designer Carrots program engaged BDA Group's Drew Collins and Michelle Scoccimarro to develop this decision support tool (DST) to guide the process of selecting market-based instruments (MBIs) for natural resource management (NRM).

An online DST tool has been developed. The online tool is available to non-members, however it allows members of this site to develop their own MBI decision support document which can be used to help in the development of an MBI with the assistance of an expert from the Little Orange Book.

The purpose of the decision support tool is to firstly, help managers assess whether an MBI is a suitable policy instrument to be used to address a particular NRM issue and secondly, to ascertain which type of MBI may be most appropriate. This tool is not intended as a ‘recipe book’, as specific MBI selection is very context-specific, with a myriad of biophysical, management and institutional considerations that will influence final choice and design.

While this tool is focused on determining when to select a MBI it is important to point out that often a mix of policy instruments will be required to effectively manage a particular NRM issue. For example, education and suasive tools may be used to complement a market based instrument or regulation.

The tool is structured as follows:

  • a brief overview of MBIs.
  • an overview of the potential for MBIs to be used by regional managers in NRM.
  • the main components of the decision support tool.
  • a glossary of the more technical terms. All items in the glossary are shaded in the text for ease of reference.

It is anticipated that this tool will be used in conjunction with the fact sheets, case studies and guidelines which have also been produced by this program.
